		<description>I agree with most of what you write, but Uninspected Fishing Vessels in the US are exempted from the United States Code that requires english speaking officers. This is a major issue that needs to be addressed. It isn&#039;t a question of more laws, it is a question of LESS exemptions to the existing laws.</description>

		<description>I would definatly apply. Of course, I am already working out there. It would help to be able to communicate but I don;t think that passing more laws is really the answer. After all, the STCW already mandates that everyone speak English aboard. What a joke that is. We already have the Jones Act which mandates that American boats are supposed to be crewed by Americans but somehow those boats got an exemption to both of those laws. Lets start enforcing the laws we already have before we make more of them. 
Then there is always the trick where the companies never advertise for crew or advertise somewhere that no seaman would ever think to look for a job and then claim that they can;t find enough qualified American crew! 
I really think if we force them to crew the boats with ALL American crew we will just force them to re-flag the boats altogether. How about lets start with an American chief engineer to help the captain?</description>
